Savings Stamps started in 1911 as a means for ordinary citdizens to be able to save and invest
a little at a time. These investments were essentially loans to the federal government.
There are four slightly different types.
Postal Savings stamps (1911-41) and Savings Stamps (1954-61)
were issued by the Post Office Department and collected in booklets which, when
full could be redeemed for a U.S. Savings Bond.
War Savings stamps (1917-45) and Treasury Stamps (1920)
were issued by the Treasury Department
and could be redeemed in the form of a
U.S. treasury war certificate, defense bond or war bond.
